Sadly, the "Chamber" in this case proceeds as thought the last 30 years didn't exist. In our increasingly crowded and stressed world, the most precious commodities will be clean air, adequate and clean water, open space with abundant natural features and wildlife, and urban environments which enable inhabitants to live, work, and provide for their families.
Recently, I returned from Cairo, Egypt, which would apparently be the Chamber's ideal community, in which the inhabitants enjoy freedom from all the above features, and riot regularly over food availability, nearly unbreathable air and perpetual gridlock. Reality is an acquired skill, which some unfortunately lack--too bad the Chamber's guidance appears to reside with the latter group.
